Recently signed and approved by Premier Li Keqiang, the State Council recently issued the "Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 13th Five-Year Plan" (hereinafter referred to as the "Plan"), which clarified the main goals and key tasks of energy conservation and emission reduction during the "13th Five-Year Plan" and comprehensively deployed the national energy conservation and emission reduction work.

The main goal of the plan is: by 2020, the country’s energy consumption per 10,000 yuan of GDP will be reduced by 15% compared with 2015, and the total energy consumption will be controlled within 5 billion tons of standard coal. The total national chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxide emissions are controlled within 20.01 million tons, 2.07 million tons, 15.8 million tons, and 15.74 million tons respectively, which are 10%, 10%, 15%, and 15% respectively lower than in 2015. The total emissions of volatile organic compounds nationwide dropped by more than 10% compared with 2015.

Promote the reduction of industrial pollutant emissions. Implement a plan to fully meet emission standards for industrial pollution sources. Strengthen the management of unorganized emissions from industrial enterprises. Strictly implement the environmental impact assessment system. Implement the replacement of the total emission indicators of major pollutants in construction projects with equal or reduced amounts. Establish an environmental management system for industrial enterprises with the pollution discharge permit system as the core. Continue to implement the total emission reduction system for major pollutants in key industries and gradually expand the scope of total emission reduction industries. Focusing on reducing volatile organic compounds, persistent organic compounds, heavy metals and other pollutants, we will implement plans to reduce pollutants with industrial characteristics in key industries and key areas. Comprehensively implement ultra-low emission and energy-saving transformation of coal-fired power plants, accelerate the comprehensive improvement of coal-fired boilers, and vigorously promote the comprehensive management of volatile organic compounds in petrochemical, chemical, printing, industrial coating, electronic information and other industries. Comprehensively promote existing enterprises to meet emission standards, study and formulate and revise emission standards for pesticides, pharmaceuticals, automobiles, furniture, printing, container manufacturing and other industries, introduce mandatory environmental standards for volatile organic compound content limits in organic solvent products such as coatings, inks, adhesives, cleaning agents, etc., control volatile organic compound emissions from key industries such as containers, automobiles, and shipbuilding, and promote relevant enterprises to implement raw material substitution and cleaner production technology transformation. Strengthen planning environmental impact assessment and pollution control in industrial clusters such as economic and technological development zones, high-tech industrial development zones, and export processing zones. Strengthen environmental information disclosure of industrial enterprises and promote environmental credit evaluation of enterprises. Establish a red and yellow card system for corporate emissions.

Key emission reduction projects for major air pollutants. Implement ultra-low emission and energy-saving renovation projects for coal-fired power plants, complete ultra-low emission renovation tasks for 580 million kilowatt units by 2020, and phase out 20 million kilowatts of units with backward production capacity and units that do not meet relevant mandatory standards within a time limit. Implement emission control projects that fully meet standards in key industries such as electricity, steel, cement, petrochemicals, flat glass, and non-ferrous metals. Implement the "coal-to-gas" and "coal-to-electricity" projects in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions, expand the scope of urban coal-banned areas, build and improve regional natural gas transmission pipelines, urban gas pipeline networks, and rural supporting power grids, accelerate the construction of natural gas storage tanks, urban peak-shaving station gas storage tanks and other basic projects, add more than 45 billion cubic meters of gas for the "coal-to-gas" project, and replace 189,000 steam tons of coal-fired boilers. Implement petrochemical, chemical, industrial coating, packaging and printing, etc.
