New and significant regulations on VOC management will come into effect on January 1, 2018.
The Environmental Protection Tax Law of the People's Republic of China was adopted at the 25th meeting of the Standing Committee of the 12th National People's Congress on December 25, 2016, and will come into effect on January 1, 2018.
There are still seven months until the implementation of the environmental protection tax. This means that the nearly 40-year-old pollutant discharge fee system will be phased out of the historical stage.
The types of taxable pollutants in the tax law do not include VOCs, but types such as benzene and toluene have been included in the tax collection scope. According to authoritative experts: mainly considering that there are many types of VOCs and the collection and management are relatively complex, therefore, VOCs were not included in the tax items. Although VOCs were not included, types such as benzene and toluene are already in the tax items. Therefore, this is also a future development direction, and some types of volatile organic compounds can be considered to be gradually and in batches included. Some people in the industry have also called for including VOCs in the environmental protection tax collection scope.
The "Environmental Protection Tax Law" (hereinafter referred to as the "Environmental Protection Tax Law") consists of 5 parts and 28 articles, with the full text being less than 3,500 words, but the information content is very large, covering all major issues of the environmental protection tax.
