Notice of the Shanghai Municipal Environmental Protection Bureau on accelerating the review and fund subsidy of industrial volatile organic compounds control projects

Shanghai Environmental Protection Prevention [2017] No. 140

District Environmental Protection Bureaus, Shanghai Chemical Industry Zone Management Committee, and relevant enterprise groups:

In order to fully implement the "Shanghai Industrial Volatile Organic Compounds Control and Emission Reduction Plan" (Shanghai Environmental Protection Prevention [2015] No. 325, hereinafter referred to as the "Plan") and the "Shanghai Industrial Volatile Organic Compound Emission Reduction Enterprise Pollution Control Project Special Support Operational Rules for Implementation" ( According to the relevant requirements of Shanghai Environmental Protection Prevention [2016] No. 112 (hereinafter referred to as the "Details"), to speed up the review and fund subsidy of industrial volatile organic compounds control projects and ensure that existing VOCs control measures can achieve emission reduction benefits as soon as possible, the relevant matters are hereby notified as follows:

1. Accelerate the preliminary review of completed VOCs control projects

In accordance with the relevant requirements of the "Plan" and "Details", the environmental protection departments of each district should require industrial enterprises that have completed VOCs pollution control between March 21, 2014 and December 31, 2016 to complete the application for subsidy applications before May 31, 2017; for enterprises that have completed control but do not apply for subsidies, the enterprises should provide written commitments.

The environmental protection departments of each district should complete on-site and document review before June 20, 2017. In principle, enterprises that fail to submit complete materials and complete the preliminary review of each district after the deadline will no longer be given corresponding subsidies.

2. Accelerate the completion of on-site monitoring and acceptance of online monitoring facilities

In accordance with the relevant requirements of the "Notice on Doing Supervisory Monitoring of VOCs in Key Enterprises in 2016" issued by the Municipal Environmental Protection Bureau in June 2016, for enterprises that apply for monitoring, the urban and rural monitoring departments must actively carry out relevant monitoring work, complete the monitoring within 15 working days and provide monitoring reports to the enterprises.

For the monitoring of VOCs governance projects in general enterprises, a qualified third-party testing agency can be entrusted to conduct monitoring.

The Municipal Environmental Monitoring Center should strengthen guidance and training for environmental monitoring stations in various districts, especially technical guidance on the acceptance of VOCs online monitoring systems.

3. Actively cooperate with technical verification work

After public bidding, the Municipal Environmental Protection Bureau commissioned the Shanghai Academy of Environmental Sciences as a third-party professional organization to review VOCs management companies in the city. Environmental protection departments in each district must actively cooperate with the Shanghai Academy of Environmental Sciences to carry out relevant work such as data review, on-site surveys, random testing of treatment projects, and on-site verification.

In principle, all review work by the Municipal Environmental Science Research Institute must be completed no later than August 31, 2017.

4. Strengthen departmental coordination and implement subsidy funds

The environmental protection departments of each district should work with the development and reform departments and financial departments to arrange fund subsidy plans and actively implement matching funds for each district. For VOCs management enterprises that meet the subsidy conditions, subsidy funds must be allocated in full and in a timely manner after passing the review.

For general VOCs control enterprises in the Shanghai Chemical Industry Park, refer to the subsidy standards in the "Shanghai Industrial Volatile Organic Compound Emission Reduction Enterprises' Special Support Operational Measures for Pollution Control Projects" and are managed by the Shanghai Chemical Industry Park
