In order to implement the requirements of the "Notice on Matters Concerning Volatile Organic Compounds (VOCs) Pollution Charge and Other Issues" (Lu Jiaofei Fa Fa [2016] No. 47), and to strengthen the control of VOCs emissions in key industries in Shandong Province, as well as to provide a calculation basis for the pollution charge, the Provincial Environmental Protection Department organized the Shandong Environmental Planning Institute to compile the "Accounting Method for Volatile Organic Compounds (VOCs) Emissions in the Automobile Manufacturing, Furniture Manufacturing and Aluminum Profile Industry - Material Balance Method" (hereinafter referred to as the "Method"). Recently, this "Method" was officially issued by the Provincial Environmental Protection Department.

The accounting methods for VOCs emissions mainly include the measurement method, the material balance method, and the pollution coefficient method. In the production processes of the automobile manufacturing, furniture manufacturing, and aluminum profile industry, VOCs emissions are mainly unorganized emissions. Only the measurement method cannot meet the calculation needs. The pollution coefficient method does not take into account the differences in enterprise material usage, production processes, and end-of-pipe treatment technologies, and is not very targeted. The material balance method, on the other hand, calculates the input and output of VOCs throughout the process, which is accurate and comprehensive.

The "Method" requires that enterprises should, within the prescribed time limit, calculate and fill in the pollution fee declaration form according to this method, ensure the authenticity, validity and completeness of the submitted materials, and after being reviewed by the environmental protection administrative department or the third-party institution entrusted by the environmental protection department, it shall be used as the basis for the collection of pollution fees.
