Shandong Province has released the emission accounting method for VOCs in key industries.
During the production processes of automobile manufacturing, furniture manufacturing, and aluminum profile industries, volatile organic compounds (VOCs) are mainly emitted in an unorganized manner. Both the measurement method and the emission coefficient method fail to meet the requirements for calculation. How can the VOCs emissions in these industries be accurately and comprehensively calculated?
The Shandong Provincial Environmental Protection Department recently issued the "VOCs Emission Volume Calculation Method for Automobile Manufacturing, Furniture Manufacturing, and Aluminum Profile Industry - Material Balance Method", clearly requiring the use of the material balance method for the calculation of VOCs emissions, providing a basis for pollutant discharge charging.
Step-by-step increase of the charging standard
Starting from June 1, 2016, the VOCs pollutant discharge fee was levied on the two major industries of petrochemicals and packaging printing. The charging standard was 3 yuan per pollution equivalent.
Starting from January 1, 2017, the levy scope expanded to the automobile manufacturing, furniture manufacturing, and aluminum profile industries, and the charging standard was all adjusted to 6 yuan per pollution equivalent.
Starting from January 1, 2018, the levy scope will be expanded, gradually covering the key industries of VOCs emissions. Among them, the VOCs pollution equivalent value is 0.95 kilograms.
As an industrial powerhouse, Shandong Province has numerous enterprises in the VOCs industry with a wide distribution and complex types, and a large total emission volume. According to statistics, there are over 9,000 chemical production enterprises and over 3,000 enterprises in the province, and the number of VOCs petroleum refining and chemical enterprises accounts for approximately 1/3 of the national total, with refining capacity accounting for about 1/7 of the national total. It is the most concentrated and largest regional area of local oil refineries in the country.
In response to VOCs control, the Shandong Provincial Environmental Protection Department, the Provincial Economic and Information Technology Commission, the Provincial Finance Department, and other five departments jointly issued five action plans, adhering to the principles of highlighting key points, leading by examples, and step-by-step implementation, and vigorously promoting the special governance of VOCs in key industries, strengthening the control of unorganized emissions and waste gas treatment in the process of key industries, and improving the process equipment level and VOCs pollution prevention and control level of enterprises.
To fully leverage the regulatory role of prices, promoting pollution control and environmental improvement, the Shandong Provincial Price Bureau, the Provincial Finance Department, and the Provincial Environmental Protection Department jointly issued the "Notice on Volatile Organic Compound Pollutant Discharge Fees and Other Issues", levying VOCs pollutant discharge fees for some industries, piloting the phased implementation, and gradually increasing the charging standard.
Due to the different development and application situations of VOCs emission monitoring technologies in various regions, Shandong Province implements differentiated pollutant discharge charging policies for enterprises that can calculate VOCs emissions based on emission concentration values or total emission values. If the VOCs emission concentration of an enterprise is within 75% to 100% of the national or Shandong provincial emission limit, the pollutant discharge fee is levied according to the standard; if it is between 50% and 75%, it is levied at 75% of the standard; if it is below 50%, it is halved.
If the VOCs emission concentration of an enterprise exceeds the national or Shandong provincial emission limit, or the VOCs emission volume exceeds the prescribed emission total limit, and if the enterprise's production process equipment or products belong to the ones specified for elimination by the state, the pollutant discharge fee is levied at twice the standard.
Strictly, and fully and fully levy in accordance with the law
The calculation cycle of VOCs emissions in the automobile manufacturing, furniture manufacturing, and aluminum profile industries is calculated by year or quarter
Enterprises should, within the prescribed period, calculate and fill in the "Volatile Organic Compound (VOCs) Emission Information Declaration Form" in accordance with the "Method", report the VOCs emission situation, and provide relevant proof materials. Enterprises should ensure the authenticity, validity, and completeness of the submitted materials. After being reviewed by the environmental protection administrative department or the third-party institution entrusted by the environmental protection department, it will be used as the basis for pollutant discharge charging.
In order to further strengthen the control of VOCs emissions in key industries across the province and provide a basis for calculating the charges for pollutant discharge, the Environmental Protection Department of Shandong Province organized the Provincial Environmental Planning Institute to compile the "Accounting Method for Volatile Organic Compounds (VOCs) Emissions in the Automobile Manufacturing Industry, Furniture Manufacturing Industry, and Aluminum Profile Industry - Material Balance Method" (hereinafter referred to as the "Method").
The Environmental Protection Department of Shandong Province stipulates that the Method is applicable to the calculation of VOCs emissions in the automobile manufacturing industry, furniture manufacturing industry, and aluminum profile industry in the province using the material balance method. The accounting methods for VOCs emissions in the petrochemical and packaging printing industries shall be implemented in accordance with the "Volatile Organic Compounds Pollutant Discharge Fee Pilot Method" of the state. Other industries can refer to the Method for calculating VOCs emissions using the material balance method.
According to the Method, the VOCs emissions are equal to the VOCs generation minus the VOCs removal. Specifically, the VOCs generation is equal to the total content of VOCs in all materials used in the production process minus the total content of VOCs in recovered materials. The VOCs removal is equal to the total VOCs removal by each pollution control measure of the enterprise, and the removal can be obtained through monitoring or empirical values of removal efficiency.
Shandong Province requires all environmental protection departments at all levels to strictly determine the pollutant discharge fees, ensuring legal, comprehensive, and full collection; strictly implement differentiated pollutant discharge fee policies, rewarding the good and punishing the bad, and promoting each unit to treat pollution and reduce emissions. The full amount of pollutant discharge fees shall be deposited into the treasury, and the fee disclosure system shall be strictly implemented, and it shall be consciously accepted by the price, finance departments, and the public for supervision.
Some additional information:
What are the advantages and disadvantages of various algorithms for calculating VOCs emissions?
The current VOCs emission accounting methods mainly include the measurement method, material balance method, and pollutant discharge coefficient method. In the production process of automobile manufacturing, furniture manufacturing, and aluminum profile industry, VOCs emissions are mainly unorganized emissions, and the measurement method alone cannot meet the accounting needs.
The pollutant discharge coefficient method does not take into account the differences in enterprise material usage, production processes, and end-of-pipe treatment technologies, and has poor targeting.
The material balance method, on the other hand, calculates the input and output of VOCs throughout the process, which is more accurate and comprehensive.
