Target "invisible culprits" of air pollution and formulate effective policies for VOCs emission control
Industrial VOCs emissions account for approximately 60% of the total VOCs emissions in Zhejiang Province. Therefore, Zhejiang Province has placed the improvement of industrial source VOCs management at the top priority. According to the preliminary investigation, the VOCs emissions from more than ten key industries such as petrochemicals, chemicals, industrial painting, packaging printing, and synthetic leather account for over 90% of the industrial emissions. Therefore, it has become the top priority to effectively prevent and control VOCs pollution in these industries. This year, Zhejiang Province will complete 600 governance projects. At the same time, by closing down and eliminating "small, low, and scattered polluting" enterprises, improving the VOCs emission list, and establishing the "one enterprise, one policy, one file" system; it will fully implement the LDAR technology, establish a provincial and municipal-level LDAR management platform, reduce the unorganized emissions of VOCs; strengthen the access control, implement the VOCs reduction and substitution system for new construction projects, and strictly control the increase.
Regarding the governance of traffic source and domestic source VOCs, Zhejiang Province will continue to promote the elimination of old vehicles, accelerate the implementation of the national VI gasoline standard, promote urban rail transit and public transportation construction, improve oil vapor recovery treatment, and promote the governance of auto repair, catering, and dry cleaning industries. The construction of the VOCs monitoring system will also be accelerated. The province will carry out the construction of environmental air automatic monitoring, laboratory analysis capabilities, online monitoring of components, law enforcement equipment, and monitoring and control platforms for VOCs monitoring and control and early warning, and configure continuous automatic monitoring systems for VOCs in key areas and parks.
In terms of supervision and law enforcement, Zhejiang Province will establish a "strict prevention at the source, strict management during the process, and strict punishment for consequences" mechanism, carry out special law enforcement actions for VOCs, establish a system of self-monitoring by enterprises, record-keeping, and regular reporting, and implement the VOCs discharge fee system.
In addition, relevant VOCs standards and policies will be further improved, promote the formulation of local emission standards for key industries, improve the calculation and assessment methods for emissions, strengthen research on the generation mechanism of O3 and VOCs pollution control technologies, establish a technical exchange service platform, and guide green credit financing to support VOCs governance.
"Strive to reduce VOCs emissions by over 40,000 tons in key industries such as petrochemicals, chemicals, painting, and printing this year, and reduce VOCs emissions by 20% on the existing basis by 2020. The proportion of air quality compliance days will increase from 78.6% in 2015 to over 82.6%." Zhu Liusha said.
VOCs Control Related Standards
Since 2014, emission policies and standards related to VOCs in key industries in China have been successively released. According to incomplete statistics, the websites of the Ministry of Environmental Protection and the environmental protection bureaus of 23 provinces have a total of 43 emission standards related to VOCs.
In terms of local control standards for industrial VOCs exhaust emissions, regions such as Beijing, Shanghai, and Guangdong have been at the forefront in recent years.
● Beijing
Published "Industrial Painting Process Air Pollutants Emission Standards", "Industrial Painting Process Air Pollutants Emission Standards", "Automobile Manufacturing Industry (Painting Process) Air Pollutants Emission Standards", "Printing Industry Volatile Organic Compound Emission Standards", "Wood Furniture Manufacturing Industry Air Pollutants Emission Standards", etc.
● Shanghai
Published "Marine Industry Air Pollutants Emission Standards", "Automobile Manufacturing Industry (Painting) Air Pollutants Emission Standards", "Printing Industry Air Pollutants Emission Standards", etc.
● Guangdong
Published "Volatile Organic Compound Emission Standards for Surface Painting (Automobile Manufacturing Industry)" etc.
● Chongqing
Published "Automobile Manufacturing Surface Painting Air Pollutants Emission Standards" etc.
● Jiangsu
Published "Volatile Organic Compound Emission Standards for Surface Painting (Automobile Manufacturing Industry)" etc.
The pollutant emission limits in the "Air Pollutant Emission Standards for Wooden Furniture Manufacturing Industry" of Beijing have all reached the advanced international level. The standard stipulates that starting from January 1, 2017, enterprises will begin to implement the emission limits for the second period, and has also specified the maximum allowable emission concentration limits for various air pollutants discharged through equipment (workshop) exhaust pipes. This standard also sets requirements for the concentration limits of unorganized VOCs emission monitoring points such as the factory boundary, non-sealed spray painting workshop workstations, and open doors and windows in the sealed spray painting workshops.
