The environmental protection storm has arrived, and the VOCs (volatile organic compounds) control work is in full swing.
Since the environmental protection campaign began, VOCs have received widespread attention and the related governance work has been ongoing. As of now, more than 40 cities across the country have released VOCs control plans, and 19 provinces (municipalities) have formulated local VOCs charging standards.
Recently, Hangzhou released a list of 208 VOCs treatment enterprises, including those producing百合 pigments， etc. According to the "2017 Implementation Plan for Air Pollution Prevention and Control in Hangzhou City", the plan aims to complete the deep treatment of volatile organic compounds (VOCs) in key industries and enterprises； focus on the treatment of more than 200 VOCs-emitting major enterprises， and include VOCs emissions from key enterprises in the supervision and monitoring.
Xishan District， Wuxi City， Jiangsu Province， has released the "2017 Action Plan for Volatile Organic Compound Pollution Control". The plan aims to complete the centralized treatment of VOCs in the chemical industrial park by the end of this year. Complete the entire process of pollution control in the chemical industry and establish an integrated management platform for LDAR information of enterprises. Among the 94 VOCs treatment enterprises listed recently， there are many enterprises such as Ake Li， Kaixiu Bau， and Fu Shuo.
The government of Jiangmen issued the "2017 Annual Implementation Plan for Air Pollution Prevention and Control in Jiangmen City". The plan sets the goal for 2017： the annual average concentration of air pollutants in the city will be fully compliant， and the constraint indicators of the annual environmental air quality index (AQI) will be above 88%. The 24-listed enterprises include Qiongben Chemical， etc.
On June 12th， the Environmental Protection Bureau of Langfang City issued a notice， announcing the progress of the treatment of VOCs in 131 provincial key VOCs treatment enterprises in Langfang City. According to the "Work Plan for the Special Governance of Volatile Organic Compounds in Key Industries in 2017" and the "Notice on Issuing the List of Key Enterprises for Volatile Organic Compound Pollution Control in Hebei Province" (Guo Ling Bu Fa [2016] No. 246)， a total of 131 enterprises were listed as provincial key treatment enterprises. Currently， 85 of the provincial key VOCs treatment enterprises have passed the acceptance inspection by the Environmental Protection Bureau of Langfang City and have completed the treatment， 11 are still undergoing rectification and have not passed the acceptance inspection， and 25 have not submitted the acceptance inspection (and have not completed the treatment)， and 10 have been shut down or gone bankrupt.
On June 15th， the People's Government of Weihai City issued the "2017 Air Pollution Prevention and Control Implementation Plan". The plan aims to complete the VOCs pollution treatment tasks in key industries by the end of 2017， establish an environmental management file for key industries' VOCs， and achieve the goal of reducing VOCs emissions by more than 30% compared to 2015.
Taiyuan City， Shaanxi Province， based on the "Special Governance Plan for Volatile Organic Compounds in Key Industries in 2017" of Taiyuan City， will further strengthen the control of unorganized emissions during the process of key industries' production and the treatment of waste gas. By the end of October 2017， the VOCs treatment in industries such as medicine， pesticides， synthetic rubber， automotive manufacturing， machinery manufacturing， furniture manufacturing， packaging printing， and rubber products manufacturing will be completed， and 90 key industries' VOCs treatment enterprises， including Huahuo Paint， etc.， will be completed.
Meanwhile， the first unified mandatory environmental protection standard in the Beijing-Tianjin-Hebei region， "Limitation Standards for Volatile Organic Compounds Content in Building Coatings and Adhesives" (referred to as the "Standard")， has been officially released. Starting from September 1st this year， the three regions of Beijing， Tianjin， and Hebei will uniformly implement the environmental protection standards for building coatings， restricting the use of paints and adhesives and other VOCs. To promote the compliance work， currently， more than 100 enterprises and research institutes in the Beijing-Tianjin-Hebei region have taken the lead in establishing the "Environmental Protection Alliance for Green Health Industry in Xiong'an". Through cooperation in research and development， etc.， they aim to achieve green upgrading of industries such as building coatings.
With the implementation of policies in various regions, the VOCs treatment work is in full swing. However, the current bottleneck is the deficiency in the core technologies for treatment. In terms of current VOCs treatment technologies, the mainstream methods adopted in China include adsorption recovery, rotary wheel concentration, catalytic oxidation, and regenerative combustion, etc. Nevertheless, new rapid treatment technologies still need to be developed. Meanwhile, government departments should strengthen the monitoring and supervision of VOCs, clearly define the control priorities, and gradually promote clean production. They should control the new emissions of VOCs, reduce them at the source, and take measures such as setting deadlines for treatment for key enterprises, ordering them to suspend production for rectification if they fail to meet standards, and even closing them down if necessary.
