A special bonus of 7.5 million yuan for comprehensive VOCs control in Zhongshan City, Guangdong Province, is planned to be allocated to 20 townships.
The official website of Zhongshan Environmental Protection Bureau recently announced the 2016 Central Air Pollution Prevention and Control Special Fund VOCs (Volatile Organic Compounds) Comprehensive Remediation Reward Project in Zhongshan City. The information shows that 7.5 million yuan of the special bonus funds will be allocated to 20 towns including Bangfu, Dongfeng, and Fusha. Among them, Nantou Town received the highest reward of 2.2748 million yuan.
The announcement content indicates that after collective deliberation by the Environmental Protection Bureau, the special reward funds of 7.5 million yuan will be distributed to each relevant town according to the factor method, and then distributed to the project units by the relevant towns. The reward funds for this VOCs comprehensive remediation project will mainly be awarded to projects that effectively reduce VOCs emissions through measures such as replacing low-volatile raw materials and advanced and efficient VOCs end-of-pipe treatment. Enterprises listed in the "List of Key Enterprises for Volatile Organic Compounds Comprehensive Remediation in Guangdong Province (2014-2017)" and the "Task List for Governance Projects of Enterprises Containing VOCs under Key Supervision in Zhongshan City in 2016" of the "Implementation Plan for Volatile Organic Compounds Comprehensive Remediation in Atmospheric Pollution Prevention and Control in Zhongshan City in 2016" can be included in this reward scope (including projects that have passed acceptance, have been completed but not accepted, and those under construction). At the same time, projects that have passed acceptance in 2017 will be given priority for rewards.
To further motivate enterprises to improve their technical level in air pollution prevention and control, Zhongshan City innovatively implemented the "substitute rewards for subsidies" special fund reward method for air pollution prevention and control, established a "multiple selection of good, and good selection of superior" project competition mechanism, provided financial support to high-scoring and high-quality remediation projects, and through competitive rewards, further implement VOCs treatment work, effectively exerting the guiding role and leverage effect of finance in preventing and controlling air pollution.
