The environmental protection industry is one of the strategic emerging industries in Nanhai. It is an important means for economic structure transformation and upgrading as well as for building a "brand Nanhai". Recently, Nanhai District has officially issued the "Support and Reward Measures for Further Promoting the Development of the Environmental Protection Industry in Foshan Nanhai District" (hereinafter referred to as the "Support Measures"), setting up a total of 500 million yuan special fund for promoting the development of the environmental protection industry, which is used to reward and subsidize new environmental protection enterprises, the growth of existing environmental protection enterprises, environmental pollution third-party governance, environmental protection technology research and development and introduction, environmental protection talent cultivation, environmental protection enterprise project financing, and the development atmosphere of the environmental protection industry. At the same time, it supports the construction of industrial carriers and public service platforms of the National Environmental Service Industry South China Cluster.

Nanhai has always attached great importance to the development of the environmental protection industry. As early as 2012, the first domestic industrial cluster focusing on the development of environmental service industries - the National Environmental Service Industry South China Cluster - was officially established in Nanhai. At that time, Nanhai issued the "Support and Reward Measures for Further Promoting the Development of the Environmental Protection Industry in Foshan Nanhai District", setting up a 1.5 billion yuan special fund for promoting the development of the environmental protection industry, which was used for the construction of industrial public platforms and the support and rewards for environmental protection enterprises, as well as the support and rewards for listed environmental protection enterprises. It promoted the development of the environmental protection industry.
This "Support Measures" has modified the original support and reward measures. It mainly supports two aspects of the environmental protection industry. On the one hand, it includes supporting the development of new environmental protection enterprises, the growth of existing environmental protection enterprises, environmental pollution third-party governance, environmental protection technology research and development and introduction, environmental protection talent cultivation, environmental protection enterprise project financing, and the development atmosphere of the environmental protection industry through the methods of financial rewards and subsidies. On the other hand, it supports the construction of industrial carriers and public service platforms of the National Environmental Service Industry South China Cluster.
For enterprises with a registered capital of 30 million yuan or more and registered within three years, if their annual revenue reaches 10 million yuan or more in any one year, they will receive a one-time reward of 500,000 yuan. The top 15 enterprises will receive the reward. For enterprises with a registered capital of 10 million yuan or more and registered within three years, if their annual revenue reaches 5 million yuan or more in any one year, they will receive a one-time reward of 250,000 yuan. The top 35 enterprises will receive the reward. In addition, there are rewards for environmental protection enterprises applying for environmental protection science and technology awards, pilot projects in environmental protection services, independently innovative environmental protection enterprises, and high-tech environmental protection enterprises.

The "Support Measures" not only provide subsidies for enterprise operating costs, but also offer rewards for enterprises' business expansion in the market.
It is reported that if environmental protection enterprises in the Nanhai area sign third-party operation contracts with 10 or more polluting enterprises within the area, accept the commission to manage pollution control facilities, and the pollutant emissions meet national, local standards and total control requirements, the annual amount of the third-party operation contract of the environmental protection enterprise will be subsidized by 15% of the contract amount for three consecutive years. The maximum subsidy for each contract project is 100,000 yuan, and the maximum subsidy for each environmental protection enterprise per year is 1 million yuan.
If environmental protection enterprises sign third-party governance contracts with 3 or more polluting enterprises within the area for centralized pollutant treatment, and the pollutant emissions meet national, local standards and total control requirements, the maximum subsidy for each contract project is 300,000 yuan; if environmental protection enterprises sign third-party consultation contracts with 10 or more town-level or above key polluting enterprises to provide environmental governance and management consulting services, the maximum subsidy for each contract project is 20,000 yuan.
At the same time, there are also maximum 300,000 yuan supports and rewards for technological research and development, introduction, and talent cultivation; for outstanding project loans of environmental protection enterprises, providing loan subsidies for newly established or headquarters relocation of environmental protection enterprises, and rewarding successful listed environmental protection enterprises in accordance with relevant policies of the district, the maximum reward amount is 10 million yuan.
"Currently, our company has signed operation contracts with many polluting enterprises, and it meets the application conditions," Lin Cisheng said. More and more enterprises are paying attention to and attaching importance to environmental protection issues. The introduction of the "Support Measures" will further promote the development of environmental protection industries in Nanhai.
In addition, the "Support Measures" also propose to support the construction, operation and management of environmental protection industry platforms. Special funds will be allocated annually for the construction, daily operation and management of the industrial promotion platform of the National Environmental Service Industry South China Cluster, as well as for site leasing, and the implementation of projects introduction, inspection certification, information consultation, conference training, technological research and development transformation, publicity display and external promotion, etc. through government purchase of services.
