On June 27th, at a promotion meeting for the odor and waste gas control work in key areas of Jiaxing, Jiaxing designated 7 key areas for the odor and waste gas control work. This means that in the next three years, these areas will be closely monitored, aiming to achieve a significant improvement in the regional air quality "one year at a time, and a major change in three years".
The seven key areas designated for air pollution control are as follows:
The northern area of Jiaxing urban area
The Daqiao Industrial Park in Nanhu District
The border area between Tianning Town in Jiashan County and Youche Port Town in Xiujiang District
The Dushan Port Industrial Zone in Pinghu
The border area between the Economic Development Zone of Haiyan and the Chemical Industrial Zone of the Port
The High-tech Industrial Zone of Haining
The Economic Development Zone of Tongxiang
Previously, these areas often had factories emitting odors and unpleasant smells, causing pollution to the surrounding residents and generating considerable public dissatisfaction. A relevant official from the Jiaxing Environmental Protection Bureau stated in an interview that "closely monitoring" these seven areas means targeting the key areas of waste gas and odors that occur in the vicinity of the public, in order to solve the odor and air pollution problems in the vicinity of the public. "The ultimate goal is quite simple, which is to make the public not smell the odors and significantly improve the regional air quality."
According to the "Implementation Plan for the Odor and Waste Gas Control Action in Key Areas of Jiaxing" (hereinafter referred to as the "Plan"), the control of these seven key areas will be divided into three stages. By the end of 2019, these seven key areas are required to achieve significant improvement in regional air quality, a reduction of more than 50% in the number of complaints related to waste gas and odors compared to before the control, a 100% compliance rate for waste gas from key enterprises, and a satisfaction rate of the public higher than the public satisfaction rate of the ecological environment quality of the city in the same year.
Before the meeting, the participants visited Zhejiang Proportional Packaging Co., Ltd. and Zhejiang Jiarun New Materials Co., Ltd. Both enterprises implemented "full enclosure" measures in their production processes, achieving "full collection" and "full treatment" of the waste gas generated, reducing the emission of waste gas and odors, and achieving significant results.
Therefore, the Plan requires the enterprises in these seven key areas to focus on promoting the "full enclosure" project in the next three years, improving the collection rate of process odors and waste gases; implementing the "full covering" project to reduce the emission rate of odors from wastewater and waste liquid; establishing a "full collection" system to increase the collection rate of odors and waste gases; implementing the "full treatment" requirements to improve the removal rate of odors and waste gases; and enhancing the "full supervision" capacity to reflect the effectiveness of the governance in an objective and realistic manner.
