The meeting for coordinating the efforts in air pollution control in Xiangtan City was held.
Recently, Xiangtan City held a meeting to coordinate the work on air pollution prevention and control throughout the city. Leading officials from relevant municipal departments, as well as deputy leading officials from the people's governments of each county (city) and district and the management committees of industrial parks (demo zones), attended the meeting. Deputy Secretary-General of the Municipal Government, Zhang Lihua, attended the meeting and delivered a speech.
The participants first watched a secretly filmed video showing the situation of air pollution control at some construction sites by the municipal environmental protection department. Then, Director Su Guojun of the Environmental Committee Office reported on the air quality situation in Xiangtan City from January to May this year, analyzed the causes of pollution, and deployed the next stage of air pollution prevention and control work.
From January to May, Xiangtan City conducted a cumulative air monitoring for 151 days, with 108 days being excellent, representing a 71.5% rate of excellence, which was higher than that of Changsha and Zhuzhou. The comprehensive environmental air quality index was 5.55, ranking 13th in the province (last year's index was 5.59, ranking 14th). From the perspective of the entire province, the concentrations of sulfur dioxide, nitrogen dioxide, inhalable particulate matter, ozone, and fine particulate matter in Xiangtan City were all higher than the provincial average, among which sulfur dioxide, nitrogen dioxide, and inhalable particulate matter were the worst, with concentrations ranking 13th (the last in the province) among all.
Zhang Lihua pointed out that we should recognize achievements and face problems squarely. The Party Committee and the government of Xiangtan City attach great importance to the work of air pollution prevention and control, have taken a series of measures, and the responsible units have taken active actions, achieving certain results in air pollution prevention and control. The number of days with air quality meeting standards in the city has gradually increased, and the gap between the comprehensive index and other cities has been continuously narrowing. However, there are still problems in the air pollution prevention and control work, and the situation remains severe.
Zhang Lihua emphasized that all levels and departments should clearly understand the air quality in Xiangtan, further enhance the sense of urgency and responsibility for doing a good job in air pollution prevention and control; they should jointly manage and strictly implement, ensure the improvement of air quality, prioritize the supervision of construction sites, and at the same time, do a good job in road dust, garbage and straw burning, coal burning control, special technical transformation of industrial enterprises, yellow-label vehicle elimination, environmental control around monitoring points, etc.; they should increase publicity efforts, create a strong atmosphere, fully utilize the role of the media, educate and call on the general public to participate in air pollution prevention and control voluntarily; they should clarify responsibilities, give full play to the role of grassroots Party organizations and village committees; they should strengthen supervision, strictly enforce laws and regulations, coordinate and cooperate, and jointly promote the implementation of all tasks.
