On the morning of June 27th, the video conference on the air pollution prevention and control work for June was held throughout the province. Engineer Zhao Lechen, on behalf of the Office of the Provincial Emergency Command for Severe Air Pollution Weather, summarized the previous air pollution prevention and control work, analyzed the current air environment situation, and studied and arranged the tasks for the summer air pollution prevention and control. Subsequently, Vice Mayor Luo Meng of the municipal government organized a promotion meeting on the air pollution prevention and control work for the entire city, putting forward relevant requirements for the next step of the air pollution prevention and control work in the city; the chief engineer of the municipal environmental protection bureau, Chai Limin, represented the Office of the Leading Group for the "Three Major Campaigns" for Environmental Protection Prevention and Control, reported on the air quality situation of our city in the first half of the year, and arranged and deployed the key tasks for the recent air pollution prevention and control work.
Luo Meng pointed out that this year, the provincial Party Committee and the provincial government have designated the air pollution prevention and control in the Chengdu Plain Economic Zone as the "number one project" for environmental protection and people's livelihood in the province. All localities and departments should further deepen their understanding, place the air pollution prevention and control work at the height of political awareness and people's livelihood, and take an action guideline of "not waiting, not being slow" to add to the blue sky and white clouds for our city, and reduce air pollution, so as to improve the happiness index of the people.
First, we should deepen our understanding and make air pollution prevention and control work the top priority of the green development of Mianyang.
Second, we should accelerate the rectification of problems identified in the inspections, and make preparations for receiving the central environmental protection inspection. All localities and departments should, in accordance with the requirements of the "Mianyang City Implementation Plan for the Feedback of the Provincial Environmental Protection Inspection Team's Inspection and Rectification Opinions", compare responsibilities and divisions, and must resolutely ensure that "four non-passing" requirements are not violated; we must strictly adhere to the "five到位" principle， further fully rectify the problems discovered during the inspection by the Southwest Inspection Center in Mianyang； further do a good job in the handling and supervision of various letters and visits， fully carry out the rectification of letters and visits cases， strengthen the information disclosure of investigation and handling results， and ensure that every letter and visit case has a solution and an answer.
Third， we should strengthen work responsibility and confidence， and strictly implement work. Some cities' air quality has not improved. All localities and departments should strengthen the comprehensive improvement of the surrounding environment of sensitive points for air quality in our city， combine with the pollution control work of the brick and tile industry， and quickly launch the centralized rectification work for "disorderly and scattered" enterprises； each municipal department should， in accordance with their environmental protection responsibilities， do the corresponding leading and cooperating work； the urban management and housing and urban-rural construction departments should continuously strengthen the daily control of open-air burning of straw and garbage， increase the punishment for illegal acts； use comprehensive means to prevent and control ozone pollution in summer； actively promote the "grid-based" supervision of environmental protection in the entire city； for those cities that have not completed the air pollution prevention and control tasks in the annual assessment or have caused serious impacts due to poor work， they should be held accountable in accordance with the requirements of "equal responsibility of the Party and government and dual responsibility for one post".
The deputy leaders of some county and district governments， the managers of various park management committees， the main responsible persons of the environmental protection departments of county and district (park) governments， and the deputy leaders of each municipal department attended the meeting.
