On December 14th, the Ministry of Environmental Protection released the "National Environmental Protection Standard '13th Five-Year Plan' (Draft for Public Comment)", systematically formulating three major pollution control action plans. At the same time, it was proposed that during the "13th Five-Year Plan" period, approximately 250 environmental protection standard projects would be initiated and about 30 key environmental protection standards would be promoted for implementation assessment.

On December 14th, the Ministry of Environmental Protection released the "National Environmental Protection Standard '13th Five-Year Plan' (Draft for Public Comment)", soliciting public opinions on the plan. The draft pointed out that during the "12th Five-Year Plan" period, a total of 493 national environmental protection standards were released. Among the current environmental protection standards, there were 15 environmental quality standards, 161 pollutant emission standards, and 1001 environmental monitoring norms (including environmental monitoring analysis method standards, environmental monitoring technical norms, environmental monitoring instrument technical requirements, environmental standard samples, 1001 items, environmental basic standards (including environmental basic standards and technical norms for standard formulation and revision), 21 items, and management norms standards).

The draft proposed that during the "13th Five-Year Plan" period, approximately 250 environmental protection standard projects would be initiated and about 30 key environmental protection standards would be promoted for implementation assessment. It also planned to conduct over 3,000 national-level training sessions and drive over 15,000 local training sessions.

Regarding air pollution, it requires the implementation of the relevant requirements of the "Air Ten-Year Plan", focusing on areas such as volatile organic compound pollution, air pollution from high-energy consumption and high-pollution industries, non-point source pollution, and mobile source pollution in the management of the atmospheric environment. Priority will be given to supporting relevant atmospheric pollutant emission standards. Based on the principle of improving the quality and efficiency of standard formulation and revision, strengthening coordination among standards, and facilitating standard implementation, the atmospheric pollutant emission standards of industries such as inorganic phosphorus chemicals, inorganic pigments, and fertilizers will be integrated, and the standard system will be optimized. The implementation of the national pollutant discharge permit system will be studied, and technical requirements such as the determination of compliance, calculation of compliance discharge volume, etc. will be included in the emission standards to improve the scientific nature and applicability of the standards. Based on the 47 atmospheric fixed source and 26 mobile source standards released at the end of the "12th Five-Year Plan", a comprehensive and focused atmospheric pollutant emission standard system consisting of approximately 70 atmospheric fixed source standards and 40 mobile source standards will be formulated.
