The "post-New Year smog" persists, and environmental protection inspections continue to intensify.
The Ministry of Environmental Protection informed the media today that the severe pollution weather process from December 29th to January 5th, 2017 will continue. Monitoring data shows that on December 31st, 49 cities in the Beijing-Tianjin-Hebei and surrounding areas had air quality classified as severe or worse, among which 16 cities had air quality classified as extremely severe. Shijiazhuang was the most polluted city. On January 1st, the range of cities with air quality classified as severe or worse expanded. Beijing, Shijiazhuang, Linfen City, etc. were severely polluted. At the same time, the air quality in some cities in the Northeast region and the Guanzhong region also reached severe pollution levels, and some cities reached extremely severe pollution levels.
The latest dispatch results show that as of now, a total of 62 cities in the Beijing-Tianjin-Hebei and surrounding areas have initiated yellow or higher-level warnings. 25 cities including Shijiazhuang, Baoding, Langfang in Hebei Province, Jinan, Dezhou, Liaocheng in Shandong Province, Zhengzhou, Pingyang, Anyang in Henan Province, Linfen City in Shanxi Province, etc. have continuously implemented red-level warnings; Beijing, Tianjin, etc. have continuously implemented orange-level warnings. At the same time, Xi'an City in Shaanxi Province raised the warning level to red, and 7 cities including Xingyang, etc. have continuously implemented orange-level warnings.
Environmental protection departments in various regions have intensified law enforcement inspections. During the New Year's Day period, they continued to carry out special law enforcement inspections for responding to severe pollution weather. A total of 20,000-plus environmental law enforcement officers were dispatched in the Beijing-Tianjin-Hebei and surrounding areas to ensure the implementation of all emergency emission reduction measures. The 10 inspection teams of the Ministry of Environmental Protection continued to conduct inspections in key cities. The inspections found:
Some enterprises had behaviors such as unauthorized production and tearing up seals, violating the suspension production regulations. During the inspection at the junction of Dezhou and Wuxian County in Hebei Province, it was found that Dezhou Yudai Company violated the "Decision on Ordering Enterprises with Environmental Violations to Cease Production" issued by Wuxian County Environmental Protection Bureau on October 28, 2016, tore down the seals of Wuxian County Environmental Protection Bureau, the Administration for Industry and Commerce, and the Quality Supervision Bureau, and carried out unauthorized production. During the on-site inspection, the spray painting and other workshops were in production, and the flue gas from the workshop was directly discharged without treatment, and there were also behaviors such as open-air spray painting and burning waste paint buckets. Wucheng Dexing Company violated the "Decision on Shutting Down and Rectifying Ten Enterprises" issued by Wucheng County Government on October 12, 2016, resumed production without authorization, and during the on-site inspection, the heating furnace in the spray painting workshop was still in use.
Some enterprises did not strictly implement the emergency response measures for severe pollution weather. Tangshan Xindah Company, etc. did not strictly implement the equipment suspension as stipulated in the plan, and the actual production capacity was less than that stipulated in the plan, and the actual emission reduction did not meet the requirements of the plan. Jinxiang Zhengda Company did not implement the suspension as required by the Tangshan plan and still adjusted the suspension time according to the needs of the enterprise itself.
Small enterprises in border areas have a concentration, and illegal problems are relatively prominent. During the inspection at the junction of Puyang City in Henan Province and Liaocheng City in Shandong Province, it was found that in an enterprise park in Guoyun Town, Xinxing County, Shandong Province, mainly consisting of chemical, glass and rock wool enterprises, there were more than 30 enterprises. Although they had basically implemented the suspension and restriction measures in accordance with the requirements of the local government's emergency response for severe pollution weather, it was found that the Xingmei Glass Company used a one-time fixed gas generator that was explicitly banned by the state, and the exhaust gas from the top of the furnace was emitted freely; the glass kiln of Shandong Yihesheng Company emitted a large amount of flue gas without being controlled.
