The implementation plan for air pollution prevention and control in Jiaxing City has been released this year.
The reporter from the Municipal Air Pollution Control Office learned that in order to effectively carry out the air pollution prevention and control work and improve the environmental air quality, recently, the Office of the Air Pollution Prevention and Control Leading Group of Jiaxing City released the "Jiaxing City 2017 Air Pollution Prevention and Control Implementation Plan" (hereinafter referred to as the "Implementation Plan"), which clearly defined the main goals, main tasks and guarantee measures for the air pollution prevention and control in 2017, and detailed the air pollution control responsibilities of 21 municipal departments (units).
The main goals still emphasize "one reduction and one increase"
The Implementation Plan emphasizes that the governments of each county (city, district), Jiaxing Economic and Technological Development Zone (International Business Zone), and Jiaxing Port Area are responsible for implementing specific rectification tasks. It also quantified the tasks for 2017, such as the elimination of coal-fired boilers, the renovation and upgrading of local coal-fired power plants, the rectification of volatile organic compounds in key industries, the renovation of waste gas clean emission projects in key industrial sectors, the prevention of urban dust pollution, and the control of rural waste gas pollution. This plan was formulated based on the "Zhejiang Province Air Pollution Prevention and Control Action Plan (2013-2017)" and the "Jiaxing City Air Pollution Prevention and Control Implementation Plan (2014-2017)".
It is known that the main goal of the Implementation Plan is to adhere to highlighting key points, taking strong measures, enforcing strict laws and regulations, and ensuring practical results. It aims to establish a governance mechanism for air pollution control led by the Party committee, with government leadership, enterprises as the main body, professional governance, public participation, and deepening source control. It will promote the "167" special action plan, which includes improving a set of air pollution control work systems, implementing six major special actions, and conducting seven major rectification projects for key areas of waste gas.
In 2017, the annual average concentration of fine particulate matter (PM2.5) in the city is expected to continue to decrease, and the air quality excellent rate must ensure to reach the provincial target. Efforts should be made to further improve it, reaching over 75%. The annual average concentration of PM2.5 and the air quality excellent rate in each county (city) should remain stable and improve, with the elimination of severe pollution weather.
This year, there are seven key rectification tasks to achieve the above goals. These include adjusting the energy structure, preventing vehicle pollution, treating industrial pollution, adjusting the industrial layout and structure, rectifying urban dust and smoke, controlling rural waste gas pollution, and strengthening port and ship pollution prevention and control.
Specifically, it includes controlling the total consumption of non-electric coal, establishing no-burning zones for high-pollution fuels, promoting centralized heating in industrial parks and clean energy substitution, accelerating the elimination of coal-fired boilers (kilns), completely eliminating coal-fired boilers (kilns) with a capacity of 10 tons/hour or less, developing clean energy, and strictly implementing energy-saving measures. Implementing clean emission projects in the power industry, conducting clean emission renovations in key industries and fields, promoting the treatment of volatile organic compounds (VOCs), striving for an emission reduction of over 5,000 tons of VOCs in the city in 2017, conducting seven major area rectification projects, completing 20 demonstration projects, and establishing demonstration models. Continuously promoting the comprehensive utilization of agricultural straw, continuously implementing the complete ban on straw burning, continuously controlling ammonia pollution in agriculture, and continuously protecting and managing the ecological environment of mines, etc.
To complete the annual air pollution control tasks and achieve the annual air pollution control goals, the Municipal Air Pollution Control Office has also introduced eight guarantee measures. These include strengthening responsibility implementation, strictly conducting supervision and assessment, strengthening incentive mechanisms, strengthening supervision and law enforcement, enhancing early warning and emergency response, strengthening regional collaboration, strengthening technological support, and improving public participation.
