The Ministry of Environmental Protection: Will resolutely shut down and eliminate "disorderly, scattered and polluting" enterprises that have no hope for improvement.
On May 1st, it was reported that on April 30th, the 23 inspection teams conducting the intensified supervision of air pollution prevention and control in the Beijing-Tianjin-Hebei and surrounding areas inspected a total of 282 enterprises (units), and found that 175 enterprises had environmental problems, accounting for approximately 62.1% of the total inspected. Among the enterprises with problems, 60 were "scattered and polluting" enterprises that were illegally producing, 19 did not install pollution control facilities, 13 had pollution control facilities that were not operating normally, 6 had problems with VOCs treatment, and 2 had small coal-fired boilers that had not been abolished.
A relevant official from the Ministry of Environmental Protection stated that the cluster of "scattered and polluting" enterprises is the key focus of the first stage of the intensified supervision of air pollution prevention and control in the Beijing-Tianjin-Hebei and surrounding areas. It is hoped that all levels of government will attach great importance to it， organize relevant departments to thoroughly investigate and check， conduct comprehensive investigations and classification， and for enterprises that have conditions， carry out relocation or rectification， and for "scattered and polluting" enterprises that do not meet the national industrial policies and have no hope of treatment， they should be legally and resolutely shut down and eliminated.
Based on the list of "scattered and polluting" enterprises reported by the 2+26 cities in the Beijing-Tianjin-Hebei and surrounding areas， the Ministry of Environmental Protection again reported a number of relatively prominent "scattered and polluting" enterprise clusters：
Near Wanzhen Town， Wangcheng County， Dalian City， Hebei Province， there are nearly 100 small metal smelting factories， using waste aluminum as raw material and coal as fuel. Most of these enterprises have not installed environmental protection treatment facilities， and smoke dust is directly discharged； in Longwan Town and Shuangtang Township， Xiongxian County， Baoding City， there are nearly 100 waste plastic processing workshops， all of which have not obtained environmental protection approval procedures and have no environmental protection treatment facilities， and the exhaust gas is directly discharged into the environment； in Luogongbao Town， Renqiu City， Cangzhou City， there are 142 welding manufacturing small enterprises， most of which have not installed environmental protection treatment facilities； in Xinzhongyi Township and Beihan Township， Renqiu City， Cangzhou City， there are nearly 80 small spray workshops， most of which have not installed environmental protection treatment facilities， and the spray is carried out in the open air， and VOCs and other exhaust gases are directly discharged.
In Linqing City， Liaocheng Province， Xianqian Office and Daxinzhuang Office have 80 small foundry factories mainly engaged in motor shell casting， most of which have not obtained environmental protection approval procedures， using coal or coke as fuel， and have no environmental protection treatment facilities； in Maotou Town， Dongming County， Dongyuan City， Heze City， there are nearly 70 plywood production workshops， during the production process， the volatile organic gases (VOCs) produced are not collected and effectively treated， and are directly discharged into the environment； in Luquan Town， Luquan County， Wuzhong Town， Dezhou City， there are nearly 80 glass fiber processing workshops， without any environmental protection treatment facilities， and the dust and exhaust gases are directly discharged.
In Zhengzhou Economic Development Zone， Xiangyun， Jinghang and Linglong and other offices near Zhengzhou， there are nearly 100 small woodworking and furniture manufacturing small workshops mainly engaged in wood door processing and furniture manufacturing， all without any environmental protection treatment facilities； in Nanzhang Town and Mengzai Township， Lankao County， Kaifeng City， there are nearly 80 plywood processing workshops， all without obtaining environmental protection approval procedures， and the exhaust gas is directly discharged； in Yaozhen Town， Linzhou City， Henan Province， near Yinzhou Town， there are nearly 80 mechanical processing and casting factories mainly producing automotive parts， mainly using coal as fuel， and the exhaust gas is directly discharged.
