As of now, 17 provinces including Beijing, Shanghai, Jiangsu, Anhui, Hunan, Sichuan, Tianjin, Liaoning, Zhejiang, Hebei, Shandong, Shanxi, Hainan, Hubei, Fujian and Yunnan have imposed the pollutant discharge fee for volatile organic compounds (VOCs).

The relevant collection standards are as follows:

The determined VOCs equivalent value is 0.95, and the collection standard is 1.2 yuan per pollution equivalent. All VOCs discharged from each emission outlet need to pay the VOCs discharge fee, without being restricted by the collection of discharge fees for the first three pollutants. However, for pollutants such as benzene, toluene and xylene in VOCs that have already been collected discharge fees, their emissions should be deducted from the VOCs emissions.

Beijing: The basic collection standard is 20 yuan per kilogram.

Shanghai: From October 1, 2015 (the first stage), the collection standard is 10 yuan per kilogram; from July 1, 2016 (the second stage), the collection standard is 15 yuan per kilogram; from January 1, 2017 (the third stage), the collection standard is 20 yuan per kilogram.

Tianjin: The collection standard for VOCs discharge fee is 10 yuan per kilogram.

Anhui: The collection standard for VOCs discharge fee is 1.2 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms).

Hunan: The collection standard for VOCs discharge fee is 1.2 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms).

Sichuan: The collection standard for VOCs discharge fee is 1.2 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms).

Liaoning: The collection standard for VOCs discharge fee is 1.2 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms).

Zhejiang: The collection standard for VOCs discharge fee is 3.6 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms). From January 1, 2018, it is 4.8 yuan per pollution equivalent.

Jiangsu: From January 1, 2016 to December 31, 2017, the collection standard for VOCs discharge fee is 3.6 yuan per pollution equivalent; from January 1, 2018, the collection standard for VOCs discharge fee is 4.8 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms).

Hebei: The collection standard for VOCs discharge fee is 2.4 yuan per pollution equivalent since January 1, 2016; since January 1, 2017, it is 4.8 yuan per pollution equivalent; since January 1, 2020, it is 6 yuan per pollution equivalent.

Shandong: The collection standard for VOCs discharge fee is implemented since June 1, 2016, and is 3.0 yuan per pollution equivalent (VOCs pollution equivalent value is 0.95 kilograms). Since January 1, 2017, the collection scope has been expanded to the automotive manufacturing industry, furniture manufacturing industry and aluminum profile industry, and the collection standard has been adjusted to 6.0 yuan per pollution equivalent.

Shanxi: The collection standard for VOCs discharge fee is implemented since September 1, 2016, with 1.80 yuan per pollution equivalent in Taiyuan and 1.20 yuan per pollution equivalent in other cities.

Fujian: Except for the pollution equivalent values of pollutants that need to be separately accounted for, the pollution equivalent value of volatile organic compounds is 0.95 kilograms. The collection standard for volatile organic compounds discharge fee is implemented according to the current collection standards for sulfur dioxide and nitrogen oxides, that is, 1.2 yuan per pollution equivalent. The collection scope is the two pilot industries of petrochemicals and packaging printing. The collection standard for volatile organic compounds discharge fee is implemented starting from January 1, 2017, with a trial period of one year. After the trial period, the collection standard will be officially determined based on the burden situation of enterprises and social reactions.

Hainan: The collection standard for VOCs discharge fee is implemented since August 1, 2016.

Hubei: The collection standard for VOCs discharge fee is implemented since October 1, 2016.
