The 16 departments issued a document to strengthen scientific and technological innovation in the field of ecological environment.
On February 20th, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, and 14 other departments released the "Implementation Opinions on Strengthening Ecological Environment-related Scientific and Technological Innovation and Promoting the Construction of Beautiful China", proposing that by 2035, the overall efficiency of the innovation system in the ecological environment field will be significantly enhanced, the national strategic scientific and technological strength will be comprehensively strengthened, significant breakthroughs will be made in ecological environment protection theories and methods, and the original innovation capabilities and the transfer and transformation capabilities of achievements will be significantly enhanced.
The opinions state that efforts will be made to increase support for specialized, innovative, and small and medium-sized enterprises in the ecological environment field. Research will be strengthened on the synergy mechanism of pollution reduction and carbon emission reduction and the process of ecosystem carbon sequestration, and a carbon and pollution integrated emission inventory will be constructed. Research will be carried out on the removal mechanisms of typical new pollutants in the environment, environmental risk assessment and characterization methodologies, strengthening research on ecological health, benchmarks and standards, and conducting research on noise and light environmental quality monitoring and evaluation systems. Focusing on the environmental of the Beijing-Tianjin-Hebei region， a number of key technologies will be broken through， and systematic solutions， standardized construction guidelines， and large-scale model projects will be formed.
The opinions require that with strategic scientific and technological forces as support， an open and inclusive ecological environment-related scientific and technological innovation environment will be created， basic research and key core technology breakthroughs will be strengthened， a market-oriented green technology innovation system will be constructed， the development of new productive forces will be promoted， and fundamental， forward-looking， and strategic support will be provided for the comprehensive construction of Beautiful China.
